Automated tools can help you extract messages from your source code and put them in ressource bundles.
eclipse: open java file, source -> externalize strings
This is how to internazionalize an eclipse plugin, but basic ideas are same for web app

Except in webapp you never use the default locale, but you use the one stored in user session :)
