Problems with some iso-8859-1 symbols

Hello,

    I have problems with some iso-8859-1 symbols like (ç, ã) in xsl file.
I set attributes encoding="iso-8859-1" in both - xsl and xml file for
<?xml?> tag, also for xsl:output tag in xsl file.

An error message for ç:
using SAX parser org.apache.xerces.parsers.SAXParser
transforming to xsl:fo markup
using renderer org.apache.fop.render.pdf.PDFRenderer
using element mapping org.apache.fop.fo.StandardElementMapping
using element mapping org.apache.fop.svg.SVGElementMapping
using property list mapping org.apache.fop.fo.StandardPropertyListMapping
using property list mapping org.apache.fop.svg.SVGPropertyListMapping
building formatting object tree
FATAL ERROR: The entity "ccedil" was referenced, but not declared.

An error message for ã:
-- skip --
FATAL ERROR: The entity "atilde" was referenced, but not declared

However I do not have this problem with symbols in xml file. They are
rendered and displayed correctly

I use FOP 0.14.0.

Is it a bug?

Thank you
