When I try the example, I am unable to reproduce the problem - I see the 
following output with both the current code in CVS, and with older versions, 
for both Xalan-J Interpretive and for XSLTC:

<?xml version="1.0" encoding="UTF-8"?>

   nmspc:hour
   nmspc:hour

This problem looks quite a bit like bug 16096, which I'm also unable to 
reproduce.  Any additional information you can provide would be greatly 
appreciated.
