Bugzilla admin rights for httpd should now be available to Christophe

Mark Thomas has implemented it, so Christophe should now have the right 
to add versions and components himself.

@Christophe: you log in as usual to bugzilla and then you will notice a 
new Menu link on the top of the page, close to the horizontal middle, 
named "Administration".
