   Fixes the cache-config integration tests.  The TO app/db/admin now creates the TO database and user so the db_init
   container is removed and no-longer needed. The use of both was causing a failure to create and load the test data.
   
   - removed the db_init container
   - now using ncat to test when all containers are available
   - cleaned up run scripts and DockerFiles
