Status of ARIA-19 JIRA issue

I was assigned the JIRA issue https://issues.apache.org/jira/browse/ARIA-19

When I started looking at the code to fix, the issue, I noticed that the "% usages with string format" has now already been replaced with "string format" as part of pull request related to ARIA-1(https://issues.apache.org/jira/browse/ARIA-1) by Tal.

I am going to mark the issue as Resolved and put the comment that it has been fixed by Tal as part of Aria-1.
