mod_setenvif committed..

    Okey, I've committed the mod_setenvif module, plus the appropriate
    changes to *.tmpl.  Change references in your Configuration from
    mod_browser to mod_setenvif and test-drive..  Works for me!

    Documentation forthcoming.. (plus the pending doc changes for the
    expanded XSSI comparisons, which I didn't commit when I made the
    change).  All for 1.3-only.
