What do you mean with URLs with empty anchors? 
  <a href="http://www.example.com/#"> 
or 
  <a href="#"> 
or something else? 
 
The latter is often used for JavaScript and IIRC checked in 3.0; I think the 
one before isn't really "unclickable"...
