   ## This Bug Report affects these Traffic Control components:
   - Traffic Portal (experimental v2 - tests only)
   
   ## Current behavior:
   When running the unit tests for TPv2, an empty file is downloaded with a name like e.g. `0944d98c-d407-4188-880c-5b865e556e7b`.
   
   ## Expected behavior:
   That's really annoying because the name is always unique, resulting in a rapid accumulation of junk files on the developer's machine. They shouldn't be downloading anything; I suspect the test for the downloading functionality.
   
   ## Steps to reproduce:
   `ng test`
