To satisfy the condition {{ChunkLayOutVersion}} and {{DataNodeLayoutVersion}} have to be in sync, which means only one of them is necessary.  I think the intention was to use {{DataNodeLayoutVersion}} in both cases, as {{ChunkLayOutVersion}} is for key-value container internal structure.
