Proposed Tehpra incubator report for Sep 2018

Hi All,

Please review the proposed incubator report for Tephra. Let me know if any
changes are required. I'm planning to update the incubator wiki today
afternoon.

Tephra

Tephra is a system for providing globally consistent transactions
on top of Apache HBase and other storage engines.

Tephra has been incubating since 2016-03-07.

Two most important issues to address in the move towards graduation:

  1. Improve community engagement
  2. Increase adoption

Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be
aware of?

- None at this time.

How has the community developed since the last report?

- 5 new JIRAs filed since the last report
- 1 new subscriber in dev mailing list since the last report

How has the project developed since the last report?

- Tephra 0.15.0-incubating released

How would you assess the podling's maturity?
Please feel free to add your own commentary.

Hi Alan,

There are a couple of external contributors who have contributed code to
Tephra previously. We can extend offers to them to become committers.

Andreas, Poorna, thanks for filing the report.  Something that was pointed
out in a shepherd's review of your incubator report is that Tephra has not
added any new committers/PPMC members as part of its incubation.  This is a
graduation requirement. I mistakenly thought you had so I didn't mention it
when we were discussing Tephra moving towards graduation.  So, until that
criterion has been met, "Community building" is the proper status for
Tephra.  Sorry for misleading you.

Which brings me to the next logical question, are there people involved in

Looks good with one addition: After the last report, our mentor Alan
suggested that we could start thinking about graduation. Should we change
the maturity section to "nearing graduation"?
