Subversion 1.10.8 up for testing.signing

The 1.10.8 release artifacts are now available for testing/signing.

Please get the tarballs from
  https://dist.apache.org/repos/dist/dev/subversion
and add your signatures there.

I had 1 test failure with Ruby bindings but it was due to running
concurrently with 1.14 tests. Re-running the Ruby tests they all
passed. This is noted in the previous links.

Thanks for getting the release going so far!

I had a small problem testing 1.10.8.  Most of the svnmover_tests.py failed
when I did `make check` right after `configure`. It was easy enough to
solve using `make svnmover` (probably also plain `make`). It doesn't seem
to affect 1.14.2 and current trunk, so I don't think it is a problem for
the release but I'd like to mention anyway in case someone else run into
the same problem.

Verified:

   - Tarball contents and signatures
   - check ((fsfs, bdb) × (local, svnserve, dav))
   - check-swig-pl

Not verified:

   - fsfs × dav (for lack of will to fight macOS)
   - check-all-javahl (for lack of a compatible JDK)
   - check-swig-py (for lack of will to fight macOS)
   - check-swig-rb (for lack of will to fight macOS)

Known issues:

   - 'make check-swig-py' requires 'make install install-swig-py' when
      building with the system-installed Python.
   - 'make check-swig-rb' requires 'make install install-swig-rb' when
      building with the system-installed Ruby.

New issues:

   - Building with the system-installed python fails at link time due to
     a bad detected framework path. Python sysinfo points at a build-time
     directory instead of the run-time framework path. Looks like messed
     up Xcode Command Line Tools; the Python framework is where you'd
     expect it but distutils.sysinfo doesn't know that.

   - Testing with the system-installed Ruby fails with:
     Svn::Error::AtomicInitFailure: Couldn't perform atomic initialization

   - DAV tests with FSFS fail. Still investigating, does not block releasing
     for client-side use.
