ERR: 30: Line 1: Not found ?

Hi all,
I'm trying to get HTML::Embperl working as a CGI script (not under 
Mod_Perl).  This is a virtual server account with a ISP, running a 
OLD version of Apache (1.2.6).  I don't have the option of upgrading 
their server so I'm somewhat stuck here.  

I tell the browser to open this URL:

http://www.latch.com/cgi-bin/embpcgi.pl?scott_test/neu.htm

It gives me this:

embpcgi Server Error: 404
Please contact the server administrator, webmaster@latch.com and 
inform them of the time the error occurred, and anything you might 
have done that may have caused the error.

Apache/1.2.6 FrontPage/3.0.4 HTML::Embperl 1.2.1 [Mon May 22 
12:38:33 2000]

The web server error log files contains only this:
[17442]ERR:  30: Line 1: Not found ?

The file I am passing as a parameter is actually:
httpd/htdocs/scott_test/neu.htm

How do I make this work?  I've tried setting environment variables in 
httpd.conf and it won't accept the SetEnv statement so I am not 
getting much debugging info.

Any help would be _greatly_ appreciated.  This is a hot project that I 
need done ASAP.
