If we are going to get the two doxia projects properly separated any
time soon, we need to make sure that we only update the cross
dependencies when it is necessary, i.e. when code changes that
*requires* the newer version.

Well, It wasn't clear to me reading the commits. It might have been more
clear if the files had been committed at the same time, but then again
they are in different projects :-( Not as easy as I first thought...
Hmm, perhaps a reference to the requiring commit?
