Will be implemented in ozone container.

Within the container it launches several background threads for the data nodes, one of which is the scrubber.

Tasks:

start service

stop service

check version of data node, ensure service is only invoked with the correct rocksdb version

ensure that starting/stopping service does not leave threads in an undefined statek
