Rename the download page ahead of converting it
Git's rename detection is similarity-based, so renaming and rewriting in
one commit is recorded as a delete plus an add and git log --follow stops
there. Please merge or rebase rather than squash.

Convert the download page to Markdown and modernise its content
This page was last touched in 2018 and still carried the ASF mirror-selection
form. The mirror network was retired in favour of a single CDN, so that form now
renders a "choose a mirror" dropdown offering exactly one entry,
dlcdn.apache.org. The checksum, signature and KEYS links still pointed at
www.apache.org/dist, which has been a 301 to downloads.apache.org for years.
The page now matches the form the majority of the Maven estate already uses:
the artifact from dlcdn.apache.org, the .sha512/.asc/KEYS from
downloads.apache.org, and older releases from archive.apache.org.
The source is Markdown rather than xdoc. The generated download.html is
unchanged in structure - same headings, same anchors, same table - so no URL
or in-page anchor moves.
Because the file stays a .vm, the two subsection headings use setext
underlines: in a Velocity template "##" is a line comment and an ATX heading
would be deleted silently, with the build still passing.
