   I'm wondering if the issue is [here](https://github.com/apache/accumulo/blob/main/server/tserver/src/main/java/org/apache/accumulo/tserver/log/RecoveryLogsIterator.java#L81). The `RecoveryLogsIterator` creates an `RFileScanner` with the table properties of the `metadata` table. `RFileScanner` [gets](https://github.com/apache/accumulo/blob/main/core/src/main/java/org/apache/accumulo/core/client/rfile/RFileScanner.java#L226) a CryptoService using the Table scope, not the Recovery scope.
