Don't seem to be able to assign this to myself but I can do this. My plan was to use the transact_count in the HttpServerSession and set the tag based on its count in HttpSM::attach_server_session.

There's been some discussion between myself, [~amc] and [~dcarlin] about whether the tag should be a boolean (not reused or reused) or simply a count. Might be nice to do a bool just because it would be consistent with %<cqtr> but wonder what everyone thinks.
