   Fixed AOT trimming compatibility scan so it doesn't run in development.
   
   See #1278
   
   ## Description
   
   #1509 added the AOT trimming compatibility scan to CI, but it also inadvertently enabled it during development builds. This was unintentional. The AOT scan is very resource intensive, so we want it disabled unless it runs in our CI job or it is enabled by passing `EnableAotStrict=true` to `dotnet build`.
   
   This sets `EnableTrimAnalyzer` and `EnableAotAnalyzer` to `false` by default.
