Yes, I'm sorry to report that mesos-submit and torque have not been kept up to date. It probably makes sense to create some tests for these so future changes to the API will be caught and the updates made appropriately. Filed MESOS-427 for this. Apologies for the inconvenience.

If you'd like to help out check out src/python/src/mesos.py. You can read the documentation in the source file or use 'help' in a Python shell. I imagine the updates are relatively small, but I haven't had a chance to look into it just yet. Will try and report back with more info in the coming days.
