YARN-1889 avoid creating new objects on each fair scheduler call to AppSchedulable comparator

Hi, 

Can someone help to review or pick up the issue?  It reduces half of java GC pressure during attempt scheduling.

And another one YARN-1832 which is a trivial bug but I don’t know what next should I do for it.

but don't worry about that, each JIRA will be picked after submitted,
