   **Description**
   
   It should be possible to search for task instances by the owner.
   
   **Use case / motivation**
   Specifically i want to search for failures of tasks owned by a team, which is easier than keeping a list of dags.
   
   **Are you willing to submit a PR?**
   
   Not at this point, but if i have spare time someday...
