[PR] CASSANDRA-20159-4.0 IndexSummaryRedistribution should unmark compacting SSTables in batch [cassandra]

   Index summary redistribution marks every non-compacting sstable as compacting and then releases most of them one at a time, each through its own Tracker.apply. Every such View update fails the compareAndSet of any concurrent update that started from an older View, and flushes and compactions rebuild the whole interval tree for each attempt, so for the duration of the loop a memtable flush on a table with many sstables cannot complete its replaceFlushed.
   
   LifecycleTransaction.cancel(Iterable) now unmarks all given readers in a single View update, after validating every one of them, and adjustSamplingLevels cancels once per table.
