VCL-3 cleanup database

For the most part jira issue VCL-3 is complete.

One table xmlrpcKey should be moved to the next release (2.2) roadmap. Just 
in case anyone is using v1 of the API.

Unless there are any objections, I'll close this issue(VCL-3) and add a new 
issue for the xmlrpcKey table removal for 2.2 version.
