We need a placeholderSwap function in the shim side, the input of this function is
# placeholder pod
# real task pod

placeholder pod is allocated and {{running}}
real task pod is {{Pending}}

this function needs to
# delete the placeholder pod
# make sure the deletion is successful
# bind the real task pod onto the placeholder pod's node
