I think this can be closed at this point. There was a good amount of work 10+ years ago, but I think if we looked at it today we'd do it differently...this was started while SolrCloud was in its infancy and many of the features mentioned now exist in Solr in one way or another.

If this is important work we will/should come back to at some point, of course reopen it.
