Question about license of a file in poi-scratchpad-3.1-FINAL-20080629.jar

Greetings all,

My day job is using POI on a project, and somebody noticed that 
org/apache/poi/hdgf/chunks/chunks_parse_cmds.tbl in 
poi-scratchpad-3.1-FINAL-20080629.jar has a GNU Version 3 license.

I spotted an issue for another file 
(https://issues.apache.org/bugzilla/show_bug.cgi?id=45177), but don't 
spot anything for chunks_parse_cmds.tbl, and don't find GPL 3 among the 
automatically allowed licenses at http://www.apache.org/legal/3party.html.

Realizing that license decisions sometimes are made on a case by case 
basis, I wanted to find out if this file is deliberately included and 
not an "oops".

Thanks for the pointer -- very helpful as it addresses my question as to 
whether it was a deliberate decision.

Hmmm, http://www.apache.org/legal/3party.html seems to also cover text 
files:

   "XML and Text Configuration files under Category B licenses

   The current license policy only allows source files to be included 
under a Category A license, not a Category B license (binary only). 
Therefore, XML and text files covered by a Category B license cannot be 
included in an Apache product. Whether this places a significant burden 
on PMCs will be reevaluated in six months."

But it also sounds like the 3party.html is still in a "proposed" stage.

You might find it worth reading:
 	http://svn.apache.org/repos/asf/poi/trunk/legal/NOTICE

chunks_parse_cmds.tbl is a textual data file, and never has a binary form 
- in license terms it's always in it's source format, however it's 
distributed.
