[PR] Build: Bump com.azure:azure-sdk-bom from 1.3.3 to 1.3.4 [iceberg]

Bumps Azure SDK to 1.3.4
```
The Azure SDK BOM 1.3.4 includes Azure SDK versions that use API version
2026-02-06. Azurite 3.35.0 (current latest) supports API versions up to
2025-11-05, so the --skipApiVersionCheck flag is needed for compatibility.
Changed Azurite version from pinned 3.35.0 to "latest" tag to automatically
pick up future Azurite releases that may natively support the newer API
version.

I am fine with pinning the version, the thing is there is no automatic way to bump the version to these containers as its hard coded, it might happen when azurite actually have this fix we just forget, hence i did this as i feel server upgrades are independent of client upgrades and we should test on the latest version of the server ?
considering the scope is just sdk bump i can take this up in a different pr wdyt ?

Minor concern: using latest for the Azurite image tag makes CI non‑reproducible and could break when Azurite publishes a new image. Is it better to pin to a specific version instead?

Thanks, that makes sense. Could we pin Azurite to a specific version in this PR, and then follow up separately on a process/job to periodically test and bump the pinned Azurite version?
