Verified in source and dist built from SVN 292793.
In the distribution, velocity-dep-1.4.jar is available in lib/common; velocity-1.4.jar is no longer there. In source, velocity-dep-1.4.jar is available in external/velocity; velocity-1.4.jar is no longer there.

We should remove the need for the velocity-1.4.jar as it's just another JAR to have to put in the distribution, move around, etc.
