Reopening the issue as we want to port this change to branch-3.3 as well. 
I opened two PRs:
https://github.com/apache/hadoop/pull/5097 
This PR only cherry picks the base change but I think compile will fail. I'll wait on the build. 

Lmk if there's any objection to port this change onto branch-3.3. Thanks!
