YARN-5385 introduces a PriorityReservationAgent that can be used to yield lower priority reservations so that higher priority reservations may fit if it initially could not be created in the plan. In the event that a low priority reservation is yielded, the client does not have a way to know prior to using the reservation that it has been removed. This JIRA aims to surface such information to the client, so that it may be able to act appropriately to its lost reservation.
