A first step in this would be to use the new wiring.xml functionality in Forrest this enables plugins to have dependencies between one another and call pipeline matches in specific (related) sitemaps.

There is currently no documentation for this feature in Cocoon, but you can see an example its use at http://svn.apache.org/viewcvs.cgi/cocoon/trunk/src/webapp/ (start at the wiring.xml file)
