enumerations in XML schema

I have attached very small xml and xsd files that are attempting to
use enumeration. If I parse the xml file with xerces 1.1.1, I get no
errors even though the value specified for the enumeration value is
not one of the legal values. Am I doing something wrong or is this
a xerces bug. TIA.
