No changes to NodeCreateRule, just made it available to those of us who use
xmlrules for rules configuration.

-added junit test DigesterLoaderTest.testNodeCreateRule
-added junit rules and input files: test-node-create-rules.xml,
test-node-create-rules-input.xml
-added to dtd

Attachment patch in cvs universal diff format.
