After specifying -Djava.security.auth.login.config==.../conf/jspwiki.jaas solved the log in problem. The log is from a run after this.

Could not log in. Please check that your jaas.config file is found.
java.lang.SecurityException: Unable to locate a login configuration
I tried moving jspwiki.jaas from WEB-INF to the tomcat conf directory as per the wiki security page but still the same result.

PS this is a new installation. After sorting out the security policy problems I get the above problem.
