Open 0.7 C++, python, and WCF issues

These are the outstanding C++, python, and WCF JIRAs for 0.7. As Robbie
noted in the 0.8 wiki page, one of the necessary steps in releasing 0.8 is
clearing (or moving) these issues.

If you know of any issues that are not represented here that should be,
please make sure they are targeted at 0.7.

As you can see, many of these are unassigned (the -1's). And that's a
little uncool. If something falls in your domain, please consider taking
it on.

Hi Justin,

Thanks for checking into this.

I pushed this one out to 0.9. I don't have time to set up a VS10 build
for this one right now. If anyone else does, please feel free to
reassign it/re-scope it and address.

I don't know what to do with this one.

I pushed this one out to 0.9, assuming it also affects documentation;
that would require more time and someone with docs experience to review
it.

I assigned these to Cliff Jansen - he entered them and supplied the
patches/code but wasn't a committer at the time. Now he is and can
decide whether or not to include them for 0.8 or rescope to 0.9.

Thanks,
-Steve
