Currently, Savings Withdrawal fee only applicable if withdrawal is done when balance  is greater than zero. 

If try to overdraw  from savings account, withdrawal fee  won't support  and it's  throwing the error. 

Expected: Withdrawal fee should support  overdrawn account .
