I think this needs the following entries in the `.sbtopts` file:

-J--add-exports=jdk.compiler/com.sun.tools.javac.parser=ALL-UNNAMED

We need to keep the import order because the docs need the existing order (the `// #imports` comments)

I can't reproduce this issue on my laptop (a Mac).
I tried reformatting (`sbt javafmtAll` with no change being generated).

I'm getting an import order change in `CompileOnlyTest.java` to:
