   Thanks @Nicklee007, and @dongzhonghua for confirming it still happens. The affinity was still consumed by the first lookup on master, so I picked this up: I merged master into the branch and reworked the fix on top of #25518. The affinity is now recorded through `preallocateBundle()` using the full bundle name, and an affinity to an unavailable broker is ignored. I added tests and updated the description. PTAL.
