   Moves the tracker issue-body templates of `security-issue-import-from-md` and `security-issue-import-from-pr` into a `tracker-body-template.md` sibling each (#1344 follow-up).
   
   ## Summary
   
   - Each heredoc block moves byte-identically (checked with `cmp`) and is linked from the step that writes the body.
   - `import-from-md` is also rewrapped to one sentence per line in Steps 3 and 5, with no word changes. That brings it under the 500-line P15 cap (575 → 494). `import-from-pr` goes 679 → 629. Getting it under the cap would mean splitting whole steps out, which adds pointer clutter and saves no tokens, since every run reads those steps.
   - **`surface_hash` moves for both skills.** No heading outside the templates changed, but the hash also counts the issue-body `###` lines inside the heredoc. Adopters' pre-flight will flag these two skills for reconciliation once.
   
   ## Test plan
   
   - [x] prek hooks on commit (surface hash and token stamps updated)
   - [x] No eval-extracted section changed. from-md evals extract Steps 1, 2, 4 and 6; from-pr evals extract Steps 2, 3, 6 and 8.
