[PR] Remove global from prek CI scripts [airflow]

jscheffl opened a new pull request, #58872:

   Another small increment to remove global statements for PR https://github.com/apache/airflow/pull/58116
   
   This removes global statement in prek CI scripts. Once does not need a `global`, the other can be wrapped in a class to hold static variables.
   
   `global` is evil.

   You can attempt to backport this manually by running:
   
   ```bash

   This should apply the commit to the v3-1-test branch and leave the commit in conflict state marking
   the files that need manual conflict resolution.
   
   After you have resolved the conflicts, you can continue the backport process by running:
   
   ```bash
   cherry_picker --continue
   ```
