[I] phase out enum Config [cloudstack]

There are 280 values in this enum as of writing. These should be replaced by `ConfigKey` instances.

I have a claude session open, but am not sure about results yet. This would be one to implement early in the cycle (or in small parts) I will mark 25 and add subissues if applicable.
