I experience the same problem using Ant 1.5.1 and Tomcat 4.1.24 running ant 
both standalone and through Eclipse 2.1. I can use the remove/deploy 
combination with no problem but undeploy (instead of remove) always fails.

Application was originally deployed using Ant task.
