It would be useful to have AwardGrant support a URL field and a comment field, so that awarded projects can have additional info about the award (link to other page, category/reason for award).

The neighborhood admin UI for assigning awards should be updated for the fields, of course.  And for displaying them, my primary use-case is a bit custom/internal, so I don't have a strong opinion about that.  But we might as well see if we can include it on award banners when shown on `[[projects]]` lists.  For example: make the award banner clickable to the link, and have the comment text as hover/title text.
