IMPALA-9670 adds a startup flag, --pull_table_types_and_comments, for catalogd. If it's set, catalogd will eagerly load table types and comments. So views won't be shown as tables if they are unloaded (IMPALA-7587).

This is a catalogd-only flag. Don't need to set on coordinators.
