206 error means "Partial Content" which is sent by the server as requested by
the client. I don't know in which scenarios IE or netscape sends "Range" headers
or it could be possible bug which is sending partial content when not asked by
client.

Could you send network trace (http) between client and server ?

Also please give details about your setup like :
1> Is proxy involved ?
2> Any 3rd party module used ?
3> Any special settings other than standard httpd.conf ?
