I see the notification callback just sends the path, and nothing about
​the before and after formats. It needs that information added, and
​probably we should notify even if the upgrade does nothing, so that the
​higher layer can more easily detect this case and print a message like
​you suggested. (Otherwise it has to monitor whether the callback was
​called, and print it if not, which is not hard, just perhaps harder than necessary.)
