I see the notification callback just sends the path, and nothing about
the before and after formats. It needs that information added, and
probably we should notify even if the upgrade does nothing, so that the
higher layer can more easily detect this case and print a message like
you suggested. (Otherwise it has to monitor whether the callback was
called, and print it if not, which is not hard, just perhaps harder than necessary.)
