Fixing CI

Looks like Travis is in the red. Anybody looking to fix CI? Please coordinate on this thread.

I have tried a few times and every time I have I found the tests pass
locally and could not find the environment setting required to trigger the
failure. However, I now know how to launch travis locally in a docker
container so I should be able to reproduce it. Imay try tackling it this
weekend if no one else has at it ;)
