Calc file with un-needed sheets deleted.
Randomizing is used to assign people to two Bridge Sections that have Avery
5147 labels printed in different color Fonts (Section A is Black Font, Section
B is Red Font). Each Label has data from 6 rows of the "NameTags" Sheet.
The Conditional Formatting formula below is used to change Font Color for
Section B to Red, using "SectionB" Cell Style.
RIGHT(INDIRECT("NameTags.A"&TRUNC((ROW()+5)/6)*6-5);3)="(B)"
Two Calc files are attached that differ only by random Section assignments
performed by Macro assigned to Randomize button on Row 1 of "Pairs" Sheet.
Macros must be Authorized.

FIRST FILE: ConditionalFormattingBugFirstBlack.ods
The first label is for Section A.
Color printing is changed to greyscale if all pages are printed.
If printing is started on page 2, all output is correct.
Print preview is perfect in all cases.
PDF print file is perfect in all cases.

SECOND FILE: ConditionalFormattingBugFirstRed.ods (will submit later)
The first label is for Section B. Result is correct for printing all pages,
or any subset.

All printing was in color mode with a Brother MFC9450CDN laser printer. Calc
is the only application with greyscale substitution for requested color output.

I open your first ODS.
It contains macro and if I run a preview, I see 33 pages to print.
Thanks to save ink for my printer and provide a small document with a single
page and without macro inside.
