   ### Motivation
   
   Following up on this mailing list thread: https://lists.apache.org/thread/yvxkk1v5ojhgx0lo9y1mc1ockmczvfzz. Remove generated docs from the apache/pulsar repo.
   
   Related: https://github.com/apache/pulsar-site/pull/182.
   
   ### Modifications
   
   * Remove the generated docs
   * Remove the scripts used to generate the docs
   * Update the `release-process.md` to show the new process
   
   ### Verifying this change
   
   This is a trivial change.
   
   ### Does this pull request potentially affect one of the following parts:
   
   The docs will still be on the website. The only change is where they are stored.
   
   ### Documentation
     
   - [x] `doc`
